Pursuant to Article 34 of the Statute, the Executive Board of the International School, at the meeting held on the 2 August 2022 has adopted the following:

REGULATIONS ON CLASS TEACHING

I BASIC PROVISIONS

Article 1

These Regulations regulate the class teaching goals, the procedure for assigning the number of class teachers and their appointment, the procedure for evidence register, the evaluation of class teachers, as well as the obligations of class teachers.

II CLASS TEACHING GOALS

Article 2

The class teaching goal is to manage the class, take all necessary actions to ensure that a class functions as a uniform whole (friendship, quick conflict resolution, working towards mutual goals etc), promote group cohesion (giving tasks that promote cooperation, prosocial behaviour, helping every student to identify with the class as a whole), cooperation with student and parents, as well as performing everyday assignments for the purpose of school-parents cooperation.

Article 3

Class teacher is a pedagogical, organisational and administrative manager of the said class. The role of the class teachers is primarily pedagogical in nature.

Article 4

The work of a class teacher is related to the functions and activities within the class.

One of the most important duties of a class teacher is developing and nurturing moral characteristics and attitudes/beliefs of the students. An important area of moral development is education of the students on creation of cultural, working and moral habits.
Class teacher introduces the students to the rules of school life and work and helps them avoid disturbing those rules and teaches them how to respect and develop humane behaviour norms.

Class teacher emphasises the importance of conservation of school property and influences the formation of habits which promote conservation of school goods. Class teacher helps the students create a critical stance towards students who do not respect social property and he/she endeavours to form a positive relation towards other students, adults and property. By doing so the class teacher actively influences the formation of moral stances and beliefs among students.
In cooperation with subject teachers and professional associates, the class teacher intends to develop, through all educational and extracurricular activities, accuracy, tidiness, perseverance, dedication, diligence and other characteristics of a correct attitude towards school.
The role of a class teacher in realisation of physical and aesthetic education activities is seen through the formation of cultural-hygienic, as well as health related, habits of the students. Class teacher instructs students how to keep their working space, classrooms, cabinets, labs and other school rooms clean and tidy.

Class teacher is also obliged to manage the formation of a class association and, through personal example, create a beneficial atmosphere for maintaining social relations which condition the quality and level of the class development.

Article 5

The scheme of work does not necessarily have to be realised during the class teacher meetings but through extracurricular activities and individual work as well.

Class teacher is obliged to plan the following activities for every school year:

  • Class teacher meetings
  • Individual meetings with parents
  • Keeping the proscribed pedagogical documentation

Other activities should be divided by months and in relation to other plans of the programme:

  • Parent-teacher meetings
  • Group work (with the aim of educational action towards the students with the same/similar issues)
  • Individual work with students
  • Preparation and participation in Class Teacher’s meetings
  • School trip organisation
  • Organisation of field trips, museum and cinema visits…
  • Voluntary and humanitarian work – classroom decoration, humanitarian activities
  • Other content.

III PROCEDURE FOR DETERMINING THE NUMBER OF CLASS TEACHERS AND THEIR
APPOINTMENT

Article 6

The proposal for the appointment of class teachers is drawn up and submitted to the school’s Executive Board by the school principal (hereinafter: principal) no later than 15 (fifteen) days before the beginning of the school year.

The criterion for determining the number of class teachers that will be found in the proposal from paragraph 1 is the number of classes in the school year for which the class teachers are appointed.

The board discusses the proposal from paragraph 1 at the first following session, as part of a special item on the agenda, guided by the criteria for appointing class teachers:

  • pedagogical-psychological ability;
  • understanding and ability to solve problems of students and parents;
  • creating a positive atmosphere in class;
  • fair and objective assessment;
  • to perform his work tasks in an up-to-date and timely manner;
  • motivation to encourage students’ academic and social progress;
  • knowledge of school rules, procedures and services;
  • personal ethical attitude in accordance with the values ​​of the School.

The Executive Board makes a decision on the adoption, partial adoption or rejection of the proposal from paragraph 1. In case of partial adoption or rejection of the proposal from paragraph 1, the Board independently decides which teachers will be appointed as class teachers instead of teachers for whom the proposal was not adopted.

Every teacher of the School has the obligation to perform the duties of class teacher, provided that they have been appointed as class teachers by the Board.

At the beginning of the school year, in the form of an email to parents and students, the class teacher is introduced.

IV OBLIGATIONS OF THE CLASS TEACHER

Article 7

Class teacher’s obligations:

1. systematically monitors the development of each student, their academic success and psycho-social development and reacts in a timely manner in accordance with the observations, consulting with parents, teachers and professional associates;
2. performs advisory and educational work with students (individually, in groups and with the whole class),
3. encourages and directs the process of forming the class and public opinion in the class, works to enrich interpersonal relations in the class, helps in the work of the student class community and the establishment of connections between students of different classes,
4. helps students in organising their activities in the field of mutual assistance in learning, in regulating their mutual relations (behaviour), in organising their self-government, in organising entertainment and cultural life, etc.,
5. undertakes measures to eliminate the causes of failure of individual students and solves educational and disciplinary problems (imposes educational and disciplinary measures and punishments, praise, awards, etc.),
6. takes care of class attendance, justifies absences with appropriate documentation and reacts in a timely manner in case of irregular class attendance,
7. Holds class teacher meetings,
8. takes care of students’ activities that encourage the formation of their hygienic, cultural and work habits (involvement in school activities, etc.),
9. plans and participates in the execution of student excursions, visits and study trips,
10. encourages students to get involved in school activities, actions and manifestations (solidarity actions, humanitarian aid, environmental and work actions, etc.),
11. coordinates and harmonises the work and demands of all teachers towards students (personal contacts and at meetings of the class and teacher’s council),
12. manages the work of the class council (preparation of the session, implementation of decisions),
13. coordinates the organisation of supplementary and additional classes, student free activities and other forms of extracurricular engagement of students,
14. coordinates the activities of the school pedagogue and psychologist in relation to the students of his class, as well as in relation to their parents;
15. establishes contacts between the school and parents,
16. studies and monitors the social and family circumstances of students and, as necessary, informs teachers, school pedagogues and psychologists and the school administration about this,
17. is available for meetings with parents, maintains regular communication with them and provides them with timely and current information about student activities;
18. takes care of pedagogical and psychological education and informing parents,
19. informs parents in writing about student problems,
20. regularly involves parents in school activities;
21. informs parents regularly and up-to-date about current services and additional services of the school, as well as about possible changes of importance for the dynamics of school activities of students,
22. cooperates with other extracurricular factors that are important for educational work with students (counselling centres, libraries, galleries, etc.),
23. keeps pedagogic records and documentation about students and the class (fills in student booklets, certificates, translations, transcripts, register books, commendation cards),
24. monitors the way of keeping other data on students (diary, personal records, register book, health records, documentation on exams, visits by parents, etc.),
25. registers official correspondence with parents and guardians of students and other institutions,
26. informs the principal and the school administration about possible problems in communication with parents, with the aim of solving the problem together,
27. prepares the work plan for the next school year, which is an integral part of the Annual Work Plan,
28. takes care of students’ standards – textbooks, excursions, scholarships,
29. introduces students to the tasks and content of classes, rules of educational work, evaluation criteria,
30. protects students and employees from discrimination,
31. introduces students to the rules of behaviour in the School, the rights and duties of students and other important decisions of the School authorities,
32. informs parents about the requirements that the school sets for students, about the results that students achieve in the overall educational work (at least four times a year),
33. prepares the necessary reports and analyzes and performs other tasks that are placed in his jurisdiction,
34. cooperates with school authorities and the Team for protection against discrimination, violence, abuse and neglect;
35. helps in the work of the Student Parliament,
36. participates in making a decision to initiate or a decision on an educational and disciplinary measure,
37. submits reports to the principal on the implementation of obligations from this Rulebook, no later than the last day of the month for the current month.

V RECORDS ON THE WORK OF CLASS TEACHERS

Article 8

On the last working day of each month, for the current month, class teachers submit to the school principal a work report for the given month in the form of answers in an electronic form to questions concerning the class teacher’s job description, i.e. work with students, cooperation with teachers and professional associates, cooperation with parents and administrative work.

The principal is obliged to keep monthly records of the work of class teachers by grading the job description from paragraph 1 with a grade from 1 to 5, where grade 1 means that the job description was not implemented in accordance with the prescribed standards, and grade 5 that the job description was fully implemented in accordance with the prescribed standards, and based on the report of class teachers on the implementation of obligations from these Regulations.

The principal has the right and obligation to verify the credibility of the report from paragraph 1 every month by reviewing pedagogical documentation and minutes from parent meetings, as well as through information received from students, i.e. parents/guardians.

In the event that the principal states in his report that the monthly report of the class teacher is not credible, he is obliged to state in the same the actual state of performance of the obligations of the mentioned class teacher, and the job descriptions will be evaluated based on the report of the principal.

The principal is obliged to inform the Executive Board in the event of learning that the submitted report from paragraph 1 is not credible and/or that the class teacher is not properly fulfilling the obligations from these Regulations.

The principal is obliged to submit the document from paragraph 2 to the school’s Board at any time when the board requests it.

The principal of the school keeps records of the work of class teachers through a report in the form of a table in electronic form, which consists of four parts and a general assessment:

JOB DESCRIPTION STANDARDS

I WORK WITH STUDENTS

  • The class teacher reacts and intervenes in a timely and adequate manner after each report on behaviour and learning that a student has violated the rules of behaviour individually or in a group, informing parents, professional associates and the school administration about further steps.
  • The class teacher undertakes activities in a timely manner with the aim of preventing unsatisfactory student success or non-graduation, regularly establishing contact with parents, teachers and professional associates.
  • If necessary, the class teacher initiates and regularly participates in enhanced educational work with the student against whom educational and disciplinary proceedings have been initiated, establishing regular communication with the student’s parents.
  • By the end of the last working day of the week, the class teacher excuses student absences on the basis of adequate justifications and regularly contacts parents in the event that the deadline set for justifying absences by parents/guardians has not been met.
  • The class teacher holds a minimum of 2 hours of the class teacher per month, and a maximum of 5, in accordance with the schedule of classes.
  • The class teacher regularly involves the students of his class in school activities (humanitarian work, school decoration, extracurricular activities and projects), motivating students to respond as much as possible.
  • The class teacher plans and participates in the implementation of study trips, visits and excursions and properly fulfils the obligations prescribed by law, the general act and the employment contract, which, among other things, includes responsibility for the behaviour of students and care for their health and safety.
  • The class teacher introduces students to the rules of behaviour in the School, their rights, obligations and duties, motivating them to behave in accordance with them.
  • The class teacher is regularly informed and shares information with the students about the school’s resources, services and services that are available to them to improve the quality of their success.

II COOPERATION WITH TEACHERS AND PROFESSIONAL ASSOCIATES

  • The class teacher reacts in a timely manner immediately after the perceived poor performance of students, coordinating supplementary classes and informing parents about the necessary steps to improve success.
  • The class teacher regularly monitors the social and family circumstances of the students and, if necessary, informs professional associates and the school administration about important elements that can affect the success or behaviour of the students.
  • The class teacher promptly informs and involves professional associates in the event of the need for increased educational work with the student and keeps pedagogical records about the same, together with a report on the steps taken.
  • The class teacher takes care of the participation of students from his class in the work of the Student Parliament and keeps records of the same, with adequate justifications in the event of the absence of a student representative of the class.

III COOPERATION WITH PARENTS

  • The class teacher informs parents regularly and in a timely manner about the student’s progress, possible behaviour problems and all activities that are important for the student’s academic and social development.
  • The class teacher regularly and timely informs parents about the existing and new services and offers of the school in order to enrich the student portfolio and opportunities for further education.
  • The class teacher regularly approaches parents with offers for involvement in school activities, projects, humanitarian actions and more.

IV ADMINISTRATION

  • The class teacher prepares a clear work plan for the next school year, which is an integral part of the Annual Work Plan, and submits a half-yearly and annual report on the same within the deadline set by the School.
  • The class teacher prepares the necessary reports and analyzes and performs other tasks that are placed in his jurisdiction for the needs of half-yearly and annual reports and other documents for which the need arises during the school year, within the deadline determined by the School.
  • The class teacher regularly and timely keeps pedagogical records and documentation about students in the class and issues the same upon request (filling in student booklets, issuing transcripts, filling out diplomas, prescribed creation and timely updating of registers, fulfilling obligations related to the Student Success Report, etc. ).
  • The class teacher manages the work of the class council by timely preparing sessions, imposing measures and providing adequate advisory work in order to correct problematic behaviour, all of which he submits a report for each classification period within the deadline set by the School.

Based on the report of the class teachers, the school principal evaluates each of the above-mentioned parts of the records of the work of the class teachers on a monthly basis, while at the end of the school year, and at the latest by the end of June, he performs a general assessment.

At the end of each month, the principal will send to the class teachers an evaluation of the fulfilment of the standards for the implementation of the job description from Article 8 paragraph 2 in the electronic form.

V EVALUATION OF THE WORK OF CLASS TEACHERS

Article 9

The work of class teachers is evaluated every month, while the final general grade is given once a year, no later than the last day of June, and represents the arithmetic mean of the grades obtained by the months in which the function of class teacher was performed.

The average final general grade of the class teacher’s work cannot be less than:
1) 5 (five), if the arithmetic mean of all individual grades is at least 4.50;
2) 4 (four), if the arithmetic mean of all individual grades is from 3.50 to 4.49;
3) 3 (three), if the arithmetic mean of all individual grades is from 2.50 to 3.49;
4) 2 (two), if the arithmetic mean of all individual grades is from 1.50 to 2.49.
5) 1 (one), if the arithmetic mean of all individual grades is less than 1.50.

In the event that there was no need for any of the above-mentioned activities within the class teacher’s job description in the month, they will not be graded for that month, and will not be reflected in the average grade for that month as well as in the final general grade of the class teacher.

If the average grade of the class teacher in the month is 3.50 or the class teacher has committed a serious violation of work obligations, the principal is obliged to inform the Board of the school by the 2nd working day of the month following the month in which the serious violation of work obligations was committed, or recorded grade lower than 3.50. The board of the school at the first following session may, in connection with the above, make a decision to revoke the status of the class teacher and inform the school principal about this within 2 (two) days. The director is obliged to inform the class teacher orally or by e-mail about the above-mentioned decision within 1 (one) day. Based on the decision to revoke the status of the class teacher, the status of the class teacher ends on the day on which he was notified of the decision.
In the case of termination of the class teaching before the end of the school year due to the aforementioned reasons or at the request of the employee, the class teacher will be reduced by the annex to the employment contract, the salary agreed upon in the employment contract, by the amount agreed for the performance of the class teacher’s work, starting from the day following on the day when he submitted a request in which the employee stated that he no longer wanted to perform the duties of a class teacher, i.e. when his status as a class teacher ceased in accordance with the previous paragraph.

The report from Article 8 paragraph 2 is drawn up and signed by the principal no later than the last day of June and submitted to the school’s Board, which discusses the same at the next meeting, as part of a special item on the agenda.

The board of the school makes a decision on the acceptance or rejection of the aforementioned report. In the event that the Board of the school rejects a certain report, it will be returned to the principal for re-drafting together with an explanation of the reasons for rejecting the report. The principal is obliged to redo the report that was not accepted by the school’s Board and submit it to the Board in accordance with the explanation of the reasons for rejection, within 1 (one) day.

In the case of the average grade of the work of the class teacher, which is less than 3.50, the principal is obliged to submit to the Board a proposal to replace the class teacher, who would take over the status of the class teacher from the new school year.
The Board will inform the principal of the acceptance or rejection of the proposal within 2 (two) working days from the submission of the report from Article 8, paragraph 2. In case of acceptance of the proposal by the Board, the principal is obliged to inform the class teacher whose grade is less than 3.50 on the termination of the status of the class teacher no later than 2 (two) working days after the acceptance of the proposal by the Board.

In the case of termination of class teaching for the aforementioned reason, the employee will be paid compensation as of the last day of the month preceding the month in which his status ended.

Non-execution or irregular execution of obligations from these Regulations by the principal constitutes a violation of work discipline.

VI FINAL PROVISIONS

Article 10

The regulation on class teaching at International School enters into force on the day of its adoption.

With the entry into force of these Regulations, the Regulations on class teaching no. 215-3/2020 from August 25, 2020 ceases to be valid.
