Pursuant to the provisions of the Statute of International School, the Founding Board of International School (hereinafter: School), at the meeting held on 18 August 2025, adopted the following:
Regulations on the Measures, Manner and Procedures Regarding the Protection and Safety of Students During Educational and Other Activities Organised by International School
Basic Provisions
Article 1
The Regulations on the Measures, Manner and Procedures Regarding the Protection and Safety of Students prescribe the measures, manner and procedures regarding the protection and safety of students of the School during educational and all other activities organised by the School, the manner of their implementation, and the liability of teachers and students for failure to comply with the provisions of these Regulations.
The School drafted these Regulations in accordance with the Instruction on drafting an act by which educational institutions prescribe the measures, manner and procedures regarding the protection and safety of children and students (“Official Gazette of the Republic of Serbia”, no. 67/22), and according to a previously performed analysis of potential and current risks in the organisation of the School’s work (spatial, technical, time and other organisational conditions).
Students have the right to protection and safety in the School and from the actions of employees, parents, or other legal guardians of the child, and third parties that threaten their safety.
Students have the right to protection and safety from natural disasters – fires, floods, earthquakes, other accidents, disasters, catastrophes, or other extraordinary situations that may threaten the safety of students at the School.
Article 2
These Regulations serve to ensure the students’ right to protection and safety:
- In the school building,
- Outside the school building, during educational and other activities or services organised by the School (realisation of students’ winter and summer vacations, excursions, walks around the city, visits to other institutions, events and similar activities organised by the School).
Students have the right to safety and protection from:
- 1. Actions taken by others,
- 2. Illness and injuries,
- 3. Fire, flood, earthquake, epidemic, natural disasters and other natural phenomena that may endanger their safety.
Article 3
In their daily interactions with students, and especially when they work with the students on the programme content and in homeroom sessions, all employees of the School are obligated to familiarise students with the dangers they may face during their stay at School and during other activities organised by the School, as well as with ways to avoid or eliminate those dangers.
Employees, parents, or other legal guardians are obliged to report to the Principal, assistant principal, school secretary or other authorised person any incident that they suspect could endanger the protection and safety of students.
Article 4
All employees of the School, students, parents or legal guardians of the students (hereinafter: Parents) and third parties who find themselves in the school building, on the school grounds, school yard or other places where educational and other activities organised by the School occur are obligated to comply with the provisions of these Regulations.
Article 5
Failure of employees to comply with any of the measures, manners and procedures regarding the protection and safety prescribed in these Regulations shall be considered a serious violation of the workplace requirements, and shall institute disciplinary proceedings pursuant to the Law.
Disciplinary liability of the employees does not exclude criminal and substantive liability.
Deliberate non-observance of the safety rules and measures specified in these Regulations by the students shall be considered a serious violation of the student obligations which institutes a disciplinary proceeding pursuant to the Law.
Article 6
The Principal or the person authorised by the Principal is specifically obligated to occasionally and without prior notice, at least once a month, check if the measures for the protection and safety of students are being implemented.
The failure to implement the measures for the protection and safety of students prescribed in these Regulations is a reason for the fair dismissal of the Principal pursuant to the Law.
Article 7
In order to implement the measures prescribed by these Regulations, the School cooperates with state authorities, other entities, and competent institutions with which such cooperation is required to ensure and implement the measures prescribed in these Regulations.
Article 8
The School is obliged to inform students, their parents, or legal guardians, as well as all interested parties, of the measures, manner and procedures for the protection and safety of students, in an appropriate manner (highlight these Regulations on the School’s notice board and on the School’s official website).
Article 9
The provisions of other general acts of the School, the implementation of which is important for achieving the protection and safety of students, are applied accordingly to the matter regulated by these Regulations.
Safety and Protection in the School Building
Article 10
During lessons and other activities, the School’s front door shall be unlocked at all times.
School security is authorised to unlock the front door.
Security personnel shall unlock the student entrance half an hour before the classes start, check the premises and notify the Principal or the school secretary about it, and take all necessary measures should such need arise.
ІІ. ANALYSIS OF POTENTIAL AND CURRENT RISKS IN THE SCHOOL’S ORGANISATION
Article 11
In order to ensure the protection and safety of students, an analysis of potential and current risks was carried out, namely:
- Access to School Facilities
The School is located in Belgrade, Vračar, 45 Šumatovačka Street. The building is accessible to students and parents, i.e. legal guardians, and is located in the immediate vicinity of roads that do not pose a greater risk for students and parents, as they are marked with the necessary traffic signs, traffic lights and a pedestrian crossing.
- Space safety
School security is authorised to unlock the front door. Security shall unlock the student entrance half an hour before the classes start, check the school premises and notify the Principal or the school secretary about it, and take all necessary measures should such need arise. The facility is lightened by the external lighting around the facility. When classes and other activities are not being conducted in the School, the entrance door is locked. School security is in charge of unlocking the entrance door at the start of the working day, as well as locking the entrance door at the end of the working day. In their absence – another person, authorised by the Principal, shall unlock and lock the entrance door.
There is video surveillance at the facility. The condition of lightning rod protection installations is regularly checked every two years, as well as other installations in order to maintain them in proper condition (water supply, sewage, electric and gas networks, etc.). There are no risks of floods and sewer overflows because the School has implemented all the necessary measures.
- Condition of the facility interior
The necessary conditions for the smooth performance of educational activities have been provided. The facility is easily accessible for all users, facilities are heated with air conditioners, and there is no risk of accidents caused by the burning of materials used for space heating. The School regularly carries out sanitary control, extermination, disinfection and disinsection on the premises, all in accordance with the Law and the needs of the School.
III. PREVENTIVE PROTECTION AND SAFETY MEASURES IN CONNECTION WITH WORK ORGANISATION
Article 12
Preventive measures for the protection and safety of students are:
- The person who unlocks the School is obliged to inspect all premises before the arrival of students and determine whether they are safe for students to stay in;
- Upon students’ arrival, the School is under constant surveillance through video surveillance and physical security;
- Unknown persons entering the facility must show identification, and the employee who first spotted them has an obligation to escort the unknown person to the person they are looking for;
- It is forbidden to bring in weapons and other means that could endanger the safety of students;
- It is prohibited for employees to consume alcohol, opiates and narcotics in the facilities and in the functional part of the space in which educational activities are carried out, including the courtyard area, as well as during the performance of all educational activities carried out by the School;
- The persons in charge of implementing fire protection in the School are obliged to regularly monitor and implement the fire protection measures provided for by the Law and the general act of the School;
- In case of fire, flood, earthquake, epidemic, lightning strike and other natural disasters which threaten the safety of students, the measures and instructions stipulated by Law, Regulations and other general acts of the School shall be applied;
- Taking measures in a timely manner to prevent and eliminate malfunctions of equipment and installations in the facility that may endanger the physical safety of students and employees. The employee who is the first to notice a malfunction in the equipment and devices immediately notifies his supervisor about it, and if there is a danger to the life and health of students and property, he/she shall immediately contact the competent institutions, such as the utility service, fire service, emergency services, etc.;
- Insuring students against injuries and other accidents and incidents;
- Installation of video surveillance in the facility, as well as the lighting of the space;
- Intercom installation;
- Compliance with regulations on the number of students in the class;
- Equipment and didactic tools during their installation and procurement must have a certificate of correctness and safety;
- Written records are kept in which parents’ visits are recorded;
- In order to protect students and employees from physical injury, it is necessary to:
– ensure that the floors are not slippery,
– in winter, it is necessary to regularly remove snow and icicles from the roof in front of the entrance and around the school,
– provide protection against objects with sharp edges,
– setting up handrails on one side if there are 10 stairs, and if there are more than 10 stairs, handrails shall be set up on both sides,
– putting a fence around the schoolyard,
– power plugs and switches should have safety elements.
- Correct use and supervision of handling the machines, apparatus and other devices in the implementation of education, as well as tools, chemicals and other means, and regular check of integrity, use of prescribed protective equipment, especially regular servicing of fire extinguishers and other electrical equipment;
At the end of working hours, the School employees are required to turn off electrical devices, remove flammable liquids, and other easily flammable materials, etc.;
- Special protection of students when educational activities are being carried out outside the School;
- During the educational activity that takes place in the School, access is prohibited to persons who are not School employees, with the exception of parents or persons authorised by the parent, persons who have scheduled an interview with the School’s administration and delivery persons of legal entities with whom the School cooperates and whose presence is necessary for the realisation of that cooperation. Teachers and security staff take care that only students from the School stay in the school building, with the exception of also the persons listed above, and they have the obligation to warn third parties to leave the School premises, and if they do not do so, they are obliged to call the Principal and the Ministry of Internal Affairs patrol police;
- The use of mobile phones while working with students is prohibited, except in cases where it is used for teaching and extracurricular activities, that is, for taking photos of students during teaching and extracurricular activities;
- It is forbidden for students, during the lessons, to go to other classrooms, to the offices of expert associates, and to other premises of the School without the supervision or approval of the teacher;
- It is necessary to regularly inform employees, parents and students about all activities related to protection and safety;
- Bringing domestic and wild animals into the school building is prohibited, with the exception of small dogs;
- The health care and safety of students are achieved by applying the following measures:
– obtaining the necessary data from parents, which are related to the student’s health, in accordance with the Law;
– in case of illness or injury of the student, the employee is obliged to inform the parent and provide adequate medical assistance, namely:
measure the severity of the injury and provide first aid, and inform parents and the Principal by phone;
if necessary, call the emergency medical assistance team by dialing the number 194;
in case of injuries that require intervention in a health institution, the injured student must be accompanied by an employee (teacher or expert associate) with or without parents (and regardless of the parents’ possible insistence that an employee’s escort is not required);
in case of serious injuries or conditions that require immediate intervention, call an ambulance and follow their instructions (the child is accompanied by an employee). Upon returning from the health facility, write a report on the injury or condition and forward it to the Principal. The injury report must be filed, signed and certified by the teacher who was in the class when the injury occurred, that is, by the employee who accompanied the student and the Principal.
– every facility must have a first aid kit. The person responsible for safety and health at work is responsible for checking the first aid kit.
- During the student’s stay at school, there is a possibility of unwanted injuries, such as cuts, scratches and lacerations, bruises, sprains, head injury, a foreign object in the eye, a foreign body in the nose, a foreign object in the ear, foreign bodies of the airway, nosebleeds, etc. For all the above-mentioned injuries that occur at School, the employee must call the parent or a person authorised by the parent, as well as the Principal, and if necessary, depending on the severity of the injury, an ambulance. If the parent or a person authorised by the parent does not answer the phone, the Principal will determine which employee is obliged to stay with the student until the parent answers.
- It is the parents’ responsibility to get their child, whose health condition is such that it poses a potential risk to other students, to an appropriate medical examination, not sending him/her to school or other activities organised by the School until he/she receives a clean bill of health from their doctor.
- The responsibility for the integrity and preparation of food for students lies with the supplier of food products with which the School has a contract. The School is responsible for the hygienic conditions of the premises where food is served and consumed.
- All persons who do not participate in the food distribution process are not allowed to enter the kitchen and kitchenettes.
- The School has agreed that the distribution of meals for students is carried out in adequate containers, with a vehicle designated for that, and that the preparation of meals meets all technical and hygienic conditions.
- It is forbidden to bring food, cakes, candies and snacks to School without a declaration.
- Regular maintenance of air conditioners, and servicing once a year;
- Disinsection and pest control of the school building at least twice a year and more often if necessary.
- Sanitary inspection of employees working with food and in the field of care and hygiene maintenance, twice a year.
- Regular supply of toilets with liquid soap and toilet paper.
- Smoking is prohibited in the School and in the functional part of the space where the activities are carried out.
- A student who has health problems and takes medicines can only come to school with a clean bill of health from their doctor.
- A student with lice cannot come to school.
- A student who has changes on the skin and mucous membranes of the eyes, nose and mouth (conjunctivitis, canker sores, etc.) can come to school with a doctor’s bill of health.
- When organising special and specialised programmes, a student with health problems can take part only with the special permission of a doctor.
- Floors should be made of solid material, suitable for easy maintenance and must not be slippery.
- Based on the consent of the students’ legal guardians, which was given by signing the parent-school contract, the School, in cooperation with the health institution specialised in drug addiction, may conduct unannounced testing of the students aimed at detecting the presence of narcotics and/or psychoactive substances in the organism on the school premises throughout the school year, and in the presence of the medical staff of the aforementioned health institution. In cooperation with the competent institution/laboratory, the School can conduct unannounced testing of students aimed at detecting the presence of alcohol in the student’s body, throughout the school year.
Article 13
To ensure safety and protection against fire, employees and students are obligated to comply with the measures defined under the Law on Fire Protection, other regulations managing this issue, fire protection plans, decisions of the competent local government body, the Board of Directors and other bodies, as well as the general act of the School regulating the manner, procedures and measures in the field of fire protection.
Article 14
To ensure safety and protection against flood and/or sewage overflow, the School shall hire a licensed professional to check the integrity of water and sewer pipes, and undertake the necessary measures in case of observed changes that may potentially endanger the safety of students and employees of the School.
All employees and students are obligated to inform the Principal or the school secretary without delay about any observed changes in the water supply or the sewage system which may endanger the safety of students and employees of the School.
Article 15
To ensure safety and protection against electric shock, the School will hire a licensed professional to check the integrity of electrical wiring, and undertake the necessary measures in case of observed changes that may endanger the safety of students and employees of the School.
All employees and students are obligated to inform the Principal or the school secretary without delay about any observed changes on the electrical wiring which may endanger the safety of students and employees of the School.
Article 16
Devices, other objects and substances used in teaching for maintaining hygiene or for other purposes must be kept out of reach of unauthorised persons if they are deemed potentially dangerous to the life and health of students.
Article 17
To ensure safety and protection against lightning strikes, the School shall hire a licensed professional to check the integrity of the lightning protection system in accordance with the regulations.
All employees and students are obligated to inform the Principal, Assistant Principal or the school secretary about any observed changes on the lightning protection system that may endanger its integrity and functioning.
IV. MEASURES FOR ENSURING THE PROTECTION OF STUDENTS AGAINST VIOLENCE, ABUSE, NEGLECT AND DISCRIMINATION
Article 18
To ensure this type of student protection and safety, the School has prescribed Code of Conduct, Intervention Procedures in the event of violence against students, which are integral parts of these Regulations, as well as the activities of the professional Team for the Protection against Discrimination, Violence, Abuse and Neglect, which is formed for each individual case of violence.
Article 19
The School prohibits activities that aim to endanger, ridicule, discriminate or set apart students, employees or any other person or persons overtly or covertly based on their: race, nationality, ethnicity, language, religion or gender, physical or psychological traits, developmental disorder or disability, health status, age, social or cultural background, financial status, and political affiliation, and encouraging or not preventing such activities, as well as on other grounds established by the law that prescribes the prohibition of discrimination. The School is obligated to act in accordance with the act that establishes the criteria for recognising the forms of discrimination by an employee, student or third party at the School.
Article 20
The School prohibits physical, psychological and social violence; abuse and neglect of students; physical punishment and personal insults, sexual abuse of students or employees and cyberbullying of students by employees and vice versa. Violence implies any form of one-off or repeated verbal or non-verbal behaviour resulting in a real or potential threat to the health, development and dignity of a student. Protection of students from violence includes measures and procedures that need to be taken in the event of violence among students, violence by an adult employed at the School and violence by an adult not employed at the School. The School prohibits any form of violence and abuse by students, their parents or legal guardians against teaching staff, expert associates or other employees. In case of a violation of this prohibition, a misdemeanour procedure, that is, a criminal procedure will be initiated against the parents.
Article 21
Physical violence implies any behaviour that may result in the actual or potential physical injury of a student. Mental or emotional abuse implies any behaviour that may cause an immediate or permanent threat to a student’s emotional and psychological health and dignity. Social violence implies any behaviour that leads to the exclusion of a student from a group or discrimination against students on any basis. Sexual abuse implies engaging students in any specific or non-specific sexual activity.
Article 22
Prevention measures
To prevent all types of violence against students, the School is obliged to implement measures whose goals are:
– creating and fostering a climate of acceptance, tolerance and respect;
– involvement of all interest groups (students, employees, parents, local community) in the adoption and development of prevention programmes;
– raising the level of awareness to recognise violence;
– defining procedures for protection against violence and responding to violence;
– informing all interest groups about protection procedures;
– improving the abilities of all interest groups for noticing and solving the problem of violence.
The School is obliged to plan the prevention measures based on the analysis of the frequency of cases of violence, different forms of violence, the number of injuries, and the safety of the School facility and yard.
Article 23
Intervention measures
Identifying/noticing violence is possible by:
– perceiving or receiving information that violence is ongoing;
– suspecting of violence based on recognising external signs or specific behaviour of the student and family, or through students directly confiding in the teacher or finding out indirectly from a third person. Every School employee who knows that violence is ongoing is obliged to react by stopping the violence or calling for help if he/she estimates that he/she cannot stop the violence on his/her own. After the intervention, the expert service of the School must be informed about the case of violence. Upon learning that violence has taken place, or there is a suspicion that violence is taking place, the teacher is obliged to organise consultations, the aim of which is to:
– clarify the circumstances and analyse the facts related to the case of violence;
– assess the level of risk and create a protection plan;
– decide on how to react and further monitor the situation.
Consultations are carried out within the School, with the designated Team for Protection against Discrimination, Violence, Abuse and Neglect by the School Principal, respecting the principle of confidentiality.
A low level of risk of violent behaviour exists when the involvement of the person who discovered the violence is sufficient to resolve the case. If necessary, the teacher takes additional measures, records and monitors behaviour, etc. (first level of risk).
A moderate level of risk of violent behaviour exists when solving the case requires the involvement of other persons within the School (parents, expert associates, Team for Protection against Discrimination, Violence, Abuse and Neglect, Principal, Assistant Principal), and if the violent behaviour that has a low level of risk is repeated by the same persons (second level of risk).
A high level of risk of violent behaviour exists when the School cannot deal with it and turns to other institutions: the Centre for Social Work, the Ministry of Internal Affairs, and health institutions (third level of risk).
Article 24
All School employees are obliged to report violence by School employees towards a student to the Principal. If a disciplinary procedure has been initiated due to a case of violence by an employee towards a student, the School Principal is obliged to remove the employee from work until the disciplinary procedure is over.
Article 25
To implement the procedure for the protection of students, in case of need, a Team for Protection against Discrimination, Violence, Abuse and Neglect is established and the team members are appointed by the School Principal. The person who coordinates the team is an expert associate (psychologist, pedagogue) or a teacher who has good communication skills and has no history of violent behaviour in his/her personal or professional biography. The tasks and work plan of the Team for Protection against Discrimination, Violence, Abuse and Neglect are determined based on the Special Action Plan for the given situation.
Article 26
School employees are obliged to keep records of incidents of violence. The documentation on incidents of violence is kept in a safe place, to ensure the confidentiality of the data. The Team for Protection against Discrimination, Violence, Abuse and Neglect keeps protocols (record forms) about the violence that took place or suspicions that violence is taking place. The team for Protection against Discrimination, Violence, Abuse and Neglect collects documentation on cases of violence that require its involvement.
Article 27
Intervention procedure in case of violence by an adult who is not employed at the School:
- If one of the employees notices that violence is happening against a student in School, he/she is obliged to stop it.
- If the employee cannot stop the violence, he/she shall inform the School Principal about it.
- The Principal informs the parent immediately after stopping the violence, if the parent is not the abuser.
- The Principal shall call the Ministry of Internal Affairs by dialling 192, Centre for Social Work, and if necessary, an ambulance.
- The principal shall form the Team for Protection against Discrimination, Violence, Abuse and Neglect in order to assess the level of violence, and the level of risk, and determine measures and activities in the further course of the situation. The student’s class teacher is also invited to the meeting to provide insight into the entire situation and information about the student’s family.
- The team for Protection against Discrimination, Violence, Abuse and Neglect continues to cooperate with the Centre for Social Work and monitors the effects of the measures taken.
- If the employee managed to stop the violence, he/she shall then try to calm down the situation.
- The person who stopped the violence is obliged to take the student with him/her, calm him/her down, show empathy and place him/her in a safe and child-friendly environment until the arrival of the person with whom the student is safe.
- If the violence happened in front of other students, the person who stopped the violence is obliged to ensure, in coordination with the Team for the Protection of Students from Discrimination, Violence, Abuse and Neglect, that a teacher or expert associate that the students accept and who is able to calm them down enters the room where the student is.
- Immediately afterwards, the person who stopped the violence shall talk with the person who committed the violence, in order to calm the situation.
- The person who stopped the violence informs the School Principal about it.
- The Principal has a conversation with the person who committed the violence, then calls the parent (if the parent is not the abuser), the Centre for Social Work, the police and, if necessary, the health service.
- The Principal forms the Team for Protection against Discrimination, Violence, Abuse and Neglect in order to assess the level of violence, and the level of risk, and determine measures and activities in the further course of the situation. The student’s class teacher is also invited to the meeting to provide insight into the entire situation and give information about the student’s family.
- The Team for Protection against Discrimination, Violence, Abuse and Neglect monitors the effects of the measures taken.
- If a student appears in the class with traces of violence (ex. bruises), or if the student shows repeated signs of neglect (untidiness, carelessness, etc.), the teacher is obliged to report it to one of the members of the Team for Protection against Discrimination, Violence, Abuse and Neglect.
- A member of the Team for Protection against Discrimination, Violence, Abuse and Neglect informs the Principal about it.
- The Principal informs the expert service that shall have a conversation with the student.
- The Principal call for a meeting of the Team for Protection against Discrimination, Violence, Abuse and Neglect.
- The Team for Protection against Discrimination, Violence, Abuse and Neglect assesses the safety of students in the newly created situation and makes a decision on future actions.
- If the Team for Protection against Discrimination, Violence, Abuse and Neglect assesses that the situation is worrying for the student, the School Principal informs the Centre for Social Work.
- The expert associate and the student’s class teacher provide psychosocial support to the student.
- The Team for Protection against Discrimination, Violence, Abuse and Neglect monitors the effects of the measures taken in cooperation with the Centre for Social Work.
- If the Team for Protection against Discrimination, Violence, Abuse and Neglect judges that reporting the incident of violence should be postponed, the teacher-class teacher, pedagogue, and psychologist assess the situation and make a decision on whether to call the parents for a meeting.
- If the teacher-class teacher and the psychologist think that they should call the parent, the pedagogue or psychologist will have a conversation with the parent.
- The psychologist/pedagogue informs the Team for Protection against Discrimination, Violence, Abuse and Neglect about it.
- The teacher-class teacher provides support to the student in the class.
- The teacher-class teacher monitors the situation in cooperation with the Team for Protection against Discrimination, Violence, Abuse and Neglect.
Article 28
Intervention procedure in the event of violence against students by School employees:
If one of the employees notices that violence against a student is taking place by the employees, he/she is obliged to stop the violence.
- The person who stopped the violence is obliged to take the student with him/her, calm him/her down, show empathy and place him/her in a safe and child-friendly environment until his/her parents arrive.
- If the violence happened in front of other students, the person who stopped the violence is obliged to ensure that an adult that the students accept and who is able to calm them down enters the room where the student is.
- Immediately afterwards, the person who stopped the violence shall talk with the person who committed the violence, in order to calm the situation.
- The person who stopped the violence informs the School Principal about it, who, if necessary, contacts the health service and the police.
- The Principal has a conversation with the person who committed the violence and informs the child’s parents about it.
- The Principal forms the Team for Protection against Discrimination, Violence, Abuse and Neglect in order to assess the level of violence, and the level of risk, and decide whether the student’s stay at the School will be the most favourable thing for the student.
- The Principal initiates disciplinary proceedings against the person who committed violence.
- The employee is removed from his/her workplace until the end of the procedure.
- Competent authorities (education inspectors) are involved.
- The Principal, together with the Team for Protection against Discrimination, Violence, Abuse and Neglect, leads the monitoring of the effects of the measures taken.
If someone reports to a member of the Team, or anyone else in the School, that he/she suspects violence against a child by an employee of the School, the person who received this information shall inform the Principal about it.
- The Principal calls for a meeting of the Team for Protection against Discrimination, Violence, Abuse and Neglect, which determines how to further monitor the situation.
- If the suspicion is confirmed, the Principal informs the parents and initiates disciplinary proceedings.
- The employee is removed from his/her workplace until the end of the procedure.
- Competent authorities (education inspectors) are involved.
- The Principal, together with the Team for Protection against Discrimination, Violence, Abuse and Neglect, leads the monitoring of the effects of the measures taken.
- If the suspicion is not proven, the situation is further monitored in a manner determined by the Team for Protection against Discrimination, Violence, Abuse and Neglect.
- Monitoring the situation involves having conversations with students, parents and school employees, unannounced entry into the space where students are staying with a person suspected of committing violence, etc.
Article 29
Intervention procedure in case of violence among students in the institution
- If one of the employees notices that violence is happening against students in School, he/she is obliged to stop it.
- Immediately afterwards, the person who stopped the violence talks with the students in order to calm the situation.
- If the person who stopped the violence is not the teacher-class teacher, he/she shall call the teacher-class teacher or an expert associate.
- The teacher-class teacher resolves the conflict between the students by showing empathy to each student in the conflict.
- The teacher-class teacher informs the parents about the incident of violence and about the activities of enhanced educational work that will be undertaken in the class.
- The teacher-class teacher informs the expert service and together they create an action plan that is implemented in the class.
- If there is a complaint from a parent or student that violence is present among students in the class, the person who received this information informs the expert service and the teacher-class teacher.
- The expert service shall have a conversation with the teacher-class teacher and after that with the student/s in conflict.
- After receiving information about suspected violence among students, the teacher-class teacher talks to the students in the class and focuses on their behaviour.
- If the teacher-class teacher thinks that he/she needs help in dealing with the situation, the Team for Protection against Discrimination, Violence, Abuse and Neglect is formed, which then comes up with an action plan to solve the problem.
- Every conflict between students in the class is resolved by the teacher-class teacher by acting according to the procedures of the Special Protocol for the Protection of Children and Students from Violence, Abuse and Neglect in Education and Training Institutions, depending on the specific situation (age, form of violence, number of people involved, place of occurrence, possibility to call for help).
- The teacher-class teacher keeps a record of incidents of violence among students in the class.
- The teacher-class teacher, together with the expert service, shall create an action plan and implement it in the class.
Article 30
Intervention procedure in case the student does not come to school regularly
- The student’s absences need to be justified in accordance with the special general act of the School.
- If a teacher has a student in his class who is absent, and the absences are not justified in accordance with the general act of the School, the teacher is obliged to contact the student’s family by phone and additionally via e-mail and find out why the student does not come to school. If the teacher finds that the student has been absent without justification, he is obliged to inform the parent/legal guardian of the legal obligation of the parent/legal guardian that his/her child attends school.
- If the student still does not come to school regardless of the parent/legal guardian being notified by the teacher, the teacher is obliged to inform the Principal about the absences.
- Similarly, if the teacher fails to contact the parent/legal guardian by phone or email, and the student still does not come to school, the teacher is obliged to inform the Principal about the absences.
- After receiving information from the teacher that the student does not attend school without justification from the parent/legal guardian, the Principal is obliged to send the student’s parent/legal guardian a written notification about the measures the School will take in the event of the student’s continued unjustified absence.
- If the student still does not come to school for the next week after receiving the notification, the teacher is obliged to inform the Principal again.
- If the Principal receives information from the teacher that, even after written notification to the parent/legal guardian, the student is still unjustifiably absent, he/she is obliged to call the Team for Protection against Discrimination, Violence, Abuse and Neglect within the next week and inform them about the student’s absence.
- When they receive information from the Principal about the student’s absence, the Team for Protection against Discrimination, Violence, Abuse and Neglect shall send a notification to the municipal administration against the parent/legal guardian.
Article 31
Intervention procedure in case of cyberbullying by an employee
If an employee notices cyberbullying against a student by an employee:
- He/She is obliged to inform the Principal.
- The Principal forms a Team for Protection against Discrimination, Violence, Abuse and Neglect in order to verify information, and determine the level of violence and the risk.
- The Principal shall have a conversation with the person who committed the violence and inform the parent about it.
- The Principal initiates disciplinary proceedings against the employee.
- The employee is removed from the workplace until the end of the procedure.
- Competent authorities (education inspectors) are involved.
- The Principal, together with the Team for Protection against Discrimination, Violence, Abuse and Neglect, monitors the effects of the measures taken.
V. PROTECTION AND SAFETY OF STUDENTS DURING EDUCATIONAL ACTIVITIES OUTSIDE THE SCHOOL PREMISES
Article 32
The provisions of special Regulations apply to the protection and safety of students during their stay on a winter vacation, or excursion, as well as during the performance of some other activities outside the School premises.
VI. SAFETY AND PROTECTION ON THE WAY TO AND FROM SCHOOL
Article 33
The School is not responsible nor can be held accountable for the protection of student health and safety on the way from home to school and vice versa, nor for their safety on the way from home to locations where certain teaching activities are to be held in cases when the School does not provide transport.
In cases referred to in paragraph 1, responsibility for the safety and protection of students rests entirely on them and their parents.
The School, i.e. teaching staff, are obligated to implement all the necessary measures for the protection of student health and safety when teaching is organised on the premises of other institutions, in cooperation with the employees of the said institutions.
VII. FINAL PROVISIONS
Article 34
Once these Regulations enter into force, the Regulations on the Measures, Manner and Procedures Regarding the Protection and Safety of Students During Educational and other Activities organised by International School from 19 January 2023 shall cease to be valid.
Article 36
The Regulations (3-16-7/2025 as of 18 August 2025) come into force on the eighth day from its posting on the School’s notice board.
